Department of Regulatory Agencies

DEPARTMENT OF REGULATORY AUTHORITIES (DORA) OVERVIEW
The Department of Regulatory Authorities (DORA) is responsible for oversight of more than 40 Boards, Commissions and Advisory Committees administering over 50 regulatory programs that govern industries, professions and businesses which represent over 700,000 individual licensees and some 40,000 business entities. When complaints with DORA against licensees individuals and businesses face the threat of punitive action including having licenses revoked or suspended.  

DORA under state law is empowered to promulgate rules that regulate  professions and occupations within the State. The rule making process includes public hearings that allow for input into the process. DORA Divisions also create representative groups consisting of stakeholders for a given industry. These stakeholder groups participate informally in the discussions regarding new rule promulgation, submit comments during the process and pursuant to recent efforts to bolster early engagement have also been invited to provide input prior to the start of the formal rule making process.

COLORADO CIVIL RIGHTS DIVISION
DORA's Civil Rights Division has as its goal the elimination of discrimination in employment, housing and places of public accommodation. While our firm appreciates the virtue of these goals we represent clients facing investigations, disciplinary actions or litigation. 
DIVISION OF BANKING
DORA's Division of Banking seeks to protect the public by regulating state-chartered banks and trust companies, state-licensed money transmitters, and enforcement of the Public Deposit Protection Act. 
DIVISION OF FINANCIAL SERVICES
DORA's Division of Financial Services aims to protect the public by regulating state-chartered credit unions, savings and loan associations, and the financial activities of various life care institutions organized under the State. 
DIVISION OF INSURANCE
DORA's Division of Insurance regulates the insurance industry in the State and facilitates consumers with resolving matters related tot eh insurance industry. 
DIVISION OF PROFESSIONS AND OCCUPATIONS
DORA's Division of Professions and Occupations licenses numerous professions, occupations and business in Colorado. 
DIVISION OF REAL ESTATE
DORA's Division of Real Estate regulates the industry by licensing and enforcing laws for real estate brokers, mortgage brokers and real estate appraisers. 
DIVISION OF SECURITIES
DORA's Securities Division seeks to protect investors by maintaining the public confidence in the markets and avoiding unreasonable burdens on market participants. 
OFFICE OF CONSUMER COUNSEL
DORA's Office of Consumer Counsel protects the interests of residential, small business and agricultural consumers before the Public Utilities Commission. 
OFFICE OF POLICY, RESEARCH & REG. REFORM
The Colorado Office of Policy, Research & Regulatory Reform seeks to sure up consumer protection by reviewing regulation and policy throughout state government to ensure it is necessary, effective, consistent, flexible and fair. 
DIVISION OF CONSERVATION
Colorado's Division of Conservation is a newly created division and seeks to protect the public by ensuring the soundness of state income tax credits for conservation easements, determining the credibility of appraisals, and assessing the qualifications for deeds of conservation easements.  
PUBLIC UTILITIES COMMISSION
Colorado's Public Utilities Commission protects the public by ensuring seeking to effectively regulate utilities and facilities to ensure Coloradans receive safe, reliable, and reasonably-priced services consistent with the economic, environmental and social values of our State.
